I did it that way because you previously stated:

I assumed that by having 001[012345789][123456789][012356789]xx. only numbers starting with 001604 would be allowed through - I guess I was wrong if you got a call from 001607! Told you I was still learning. :oops:

That was part of the reply on the other forum not me I would not be able to say this

My inbound call route is now

{(001604xx.):ph},{(MBlockSpam):sp1(300)},{(?):sp1(353766709817)},{ph}

And MBlockspam

(001xx.|087685522|161xx.|008xx.)

I tested this now with a 001607 number and it was diverted then I tested with 001604 and it got through

So getting there thanks to yourself and obitalk

Yes, I got it wrong... Seems the Obi gets a match on the first bracket of charachters then ignores the rest.

Sorry about that. Sadly there is no in depth guide when it comes to dialplans, the guide covers the basics. It's a learn as you go process. :)
