We are thinking of outsourcing some calls once we reach peak response levels within our office.

i.e. once all lines in the office are busy then the next call that hits the IVR and goes into a Queue gets diverted off to a specialised call answering company.

Is this possible with Voipfone?

We use IVR / Call Qs and Call Groups if that is pertinent.

You can divert IVR options off to other numbers. You can't do it once all phones in the office are busy though, it would have to be a manual setting. You can set one phone in the office to divert if it's busy, but it would not work as part of a group.
