I am calling my voip number from a BT line and dropping the dialling code as normal but it doesn't ring - is this correct???????

This is not correct. You should report this to BT as an outbound dialling fault - They should be connecting it correctly.

Also email your VoIP providers support team regarding this so they can raise it from their side too.
