Ok, I am in front of my PC this morning and I thought I would take another look at this with fresh eyes... :shock:
I just inserted:

In to my OBi1032 and tried calling an Irish mobile number and it works just fine.
It takes 2 seconds to match the number to the dialplan and start the call process as it should. I also tried dialling an 067xxxxxx number and that too successfully matched and processed the call within 2 seconds.
I was going to ask if you were correctly inserting the diaplan against the correct SPx but you must be if 067 numbers are working.
On another note... Change:
Physical Interfaces > PHONE Port > DigitMapLongTimer: 6
Numbers not matched to any dialplan string will now dial in 6 seconds instead of the default 10.
